At Legal & General Retail Retirement we want to help people have a more colourful retirement. We have set up Legal & General Financial Advice (LGFA) to give people greater access to good quality advice about lifetime mortgages.
The Head of First Line Oversight will take ownership and responsibility for all first line oversight activities within LGFA. Responsibilities will include, leading first line Quality Assurance (QA); devising and maintaining the LGFA advice standards and their application; acting as an escalation point on matters relating to LGFA policy application; and the co-ordination and population of the LGFA Risk Maps.
What you'll be doing
- Responsible for the review of advice that has been provided to determine its suitability and whether the customer has received a good outcome in the light of all the circumstances and information which is available.
- Ownership of advice standards for LTM and Retirement Advice. Responsible for ensuring advice process and standards provides good customer outcomes and meets all applicable regulatory requirements
- Ownership of the Quality Assurance function to ensure suitable advice is provided and adherence to all relevant policies and procedures
- Ensuring a framework is in place to assess whether customers have been provided with sufficient information to enable them to make a fully informed decision on whether to accept the recommendation presented to them.
- Ensuring knowledge of the necessary regulatory requirements is kept up to date and that appropriate ethical standards exist within the first line oversight function
- Ensuring that the business processes and operating procedures are implemented in accordance to regulatory standards, industry best practice and applicable L&G Group standards
- Ownership of the Training & Competence Policy and standards for LTM and Retirement Advice.
- Acting as an escalation point in relation to regulatory queries that are received in relation to advice and regulatory assurance and to effectively manage and/or delegate queries that are received directly from employees across the business
- Ownership of QA methodology and the framework for the analysis of the reasons given for recommending products / propositions and determine, if other courses of action could have been suitable, whether these alternatives have been sufficiently discounted.
- Monitoring the business area’s compliance with the relevant, advice and associated policies, conduct risk, T&C and financial crime (anti-money laundering, data security, anti-bribery, fraud and corruption) policies ensuring that accurate, detailed and up to date compliance records are maintained
- Taking the lead in all matters with regard to the management of employees, ensuring that management discretion is used in a consistent manner and that the area follows the Group’s policies and procedures, including Legal & General’s Partnership Agreement with Unite the Union, to maximise business performance
What we're looking for
- Diploma in Regulated Financial Planning (Level 4) is essential
- Strong regulatory knowledge and experience of FCA mortgage advice and complaints handling rules and their practical application.
- Strong awareness of Legal & General’s business model and strategy, in particular Retirement lending products.
- Good awareness of the wider business and regulatory environment and ability to understand the potential impacts of market and regulatory changes on L&G.
- Strong understanding of the principles of risk management, especially in relation to regulatory and customer focused risks.
- Awareness of wider risk profile associated with Retirement products.
- Wide experience of risk management frameworks, including the design, implementation and maintenance of methodologies and practices.
- Wide experience interpreting and applying regulatory rules to practical scenarios and helping to devise compliant, commercially acceptable solutions.
- Strong communicator, independent thinker with track record of working with senior stakeholders in large and complex organisations. Track record of effectively challenging and influencing senior stakeholders.
- Experience of leading and managing individuals within an oversight function.
